Chapter I General Provisions
Article 1 In order to further standardize and strengthen the management of fees for international students and protect the legitimate rights and interests of the college and international students, these measures are formulated in accordance with Measures for the Administration of International Students Recruited and Cultivated by Schools" (No. 42 of the Ministry of Education of the People's Republic of China, the Ministry of Foreign Affairs of the People's Republic of China, and the Ministry of Public Security of the People's Republic of China), Interim Measures for the Administration of Fees for Colleges and Universities in Shandong Province" (No. 65〔2008〕，Shandong Provincial Government Office) and other laws and regulations, combined with the actual situation of our college.
Article 2 Theterm "international students" mentioned in these measures refers to foreign students who hold foreign passports and receive academic education or language training in our college.
Chapter II Charging Standards
Article 3 Fees and Standards for International Students

Article 4 Thetuition fee standard for international students shall be implemented in accordance with the charging policy stipulated by the state, and it is not necessary to report to the relevant provincial departments for the record.
Article 5 The items and standards of the tuition shall be publicized to the international students and the society through the enrollment brochure and the campus network publicity, and shall take the initiative to accept the supervision of the international students and the society.
Article 6 All tuition revenues must be handed over to the school's finances in a timely and full manner, and included in the school's budget for unified management and accounting, and the state's regulations on "separating revenue and expenditure" from being strictly enforced. Funds that should be turned over to the state treasury or special financial accounts must be paid directly in accordance with regulations, and must not be concealed, retained, withheld, or misappropriated.
Chapter III: Departmental Responsibilities
Article 7 The Finance Office is the competent department for the management of fees for international students, and is responsible for the management of the income and expenditure of fees for overseas students.
Article 8 TheDepartment of International Education (Office of International Cooperation and Exchange, Taiwan, Hong Kong and Macao Affairs Office) is an important implementation department for the management of international student fees, which is responsible for providing information related to international students' fees and coordinating the fees of international students, and ensuring that all fees payable by international students are handed over to the university in full and in a timely manner.
Chapter 4 Management of Fees and Refunds
Article 9 Inprinciple, the fees for international students during their studies shall be charged according to the academic year, and the part of the language training students that exceeds one academic year but is less than two academic years shall be charged according to the actual training time, and no advance fees shall be charged for cross-academic years.
Article 10 Two weeks before the start of the first semester of the new academic year (or the registration of new students) is the centralized fee collection stage, and international students should pay the full amount of the fees payable for the current academic year before the start of the semester and settle them in RMB.
Article 11 Management of fees collected (refunded) for changes in student status
(1) Withdrawal from school
International students who withdraw from the college due to various reasons shall be charged (refunded) tuition fees (language training fees) and accommodation fees on a monthly basis according to the actual study time on the basis of the notice of change of student status (withdrawal notice) and the certificate of withdrawal issued by the Department of International Education (Office of International Cooperation and Exchange, Taiwan, Hong Kong and Macao Affairs Office). The study period is calculated in 10 months of each academic year, and the part less than 1 month will be refunded if it is less than 15 days within a month; If it exceeds 15 days within a month, the monthly fee will not be refunded;Students who have applied for scholarships will be refunded the scholarship amount according to the month of withdrawal.
(2) Leave of Absence and Return to School
International students who take a leave of absence for various reasons will be charged tuition and accommodation fees based on the actual time spent studying at the school, according to the regulations for withdrawal. Upon resumption of studies after the leave period expires, relevant fees will be collected in accordance with the charging standards for the corresponding major in the grade they are currently enrolled in.
(3) Early graduation or grade retention
Fees such as tuition, accommodation and insurance will be charged according to the actual length of study at the school.
Article 12 For international students who have not paid their tuition fees (language training fees) and accommodation fees before leaving the college upon graduation or completion of training, the college will temporarily withhold the issuance of their graduation certificates. No department of the college shall provide copies of the graduation certificate or its number to such overdue fee-paying international students.
Chapter V Supplementary Provisions
Article 13 These Measures shall be implemented on a trial basis from the date of promulgation and shall be interpreted by the Department of International Education (Office of International Cooperation and Exchange, Taiwan, Hong Kong and Macao Affairs Office).
